| Membangun Bali yang Hijau dan Sejahtera Oleh I Ketut Wiana Trini chandamsi kavayo viyatire. Maksudnya: Orang bijaksana memelihara dan melindungi tiga benda yang utama menutupi alam semesta terutama bumi ini. Bentuknya berbeda-beda tetapi saling melengkapi. Tiga benda utama itu adalah air (apah), udara (vata) dan turnbuh-tumbuhan bahan makanan dan obat-obatan (ausadha). Tiga benda ini tersedia di setiap dunia sebagai sumber kehidupan. Membangun Bali yang Hijau dan Sejahtera Trini chandamsi kavayo viyatire. Maksudnya: Orang bijaksana memelihara dan melindungi tiga benda yang utama menutupi alam semesta terutama bumi ini. Bentuknya berbeda-beda tetapi saling melengkapi. Tiga benda utama itu adalah air (apah), udara (vata) dan turnbuh-tumbuhan bahan makanan dan obat-obatan (ausadha). Tiga benda ini tersedia di setiap dunia sebagai sumber kehidupan. UPAYA menjaga kesuburan tanah Bali telah dilakukan sejak zaman dulu. Dalam Lontar Manawa Swarga 18 pada zaman kerajaan dahulu ada dinyatakan bahWa; barang siapa yang menebang pohon tanpa izin raja dihukum denda lima ribu uang kepeng. Ada juga salah satu desa pakraman di Bali pada zaman dahulu yang memiliki awig-awig yang menetapkan bahwa: barang siapa yang menebang pohon tanpa izin Bendesa akan dikutuk agar kepalanya botak. Tentunya yang dimaksud botak di sini adalah gunung atau bukit. Kalau gunung atau bukit itu gundul maka akan sangat berbahaya bagi kehidupan tumbuh-tumbuhan. Demikian juga berbagai hari raya Hindu di Bali banyak yang berfungsi untuk memotivasi umat Hindu untuk menjaga kesejahteraan alam yang dalam Sarasamuscaya 135 disebut bhuta hita. Bhuta artinya alam yang dibangun oleh lima unsur alam yang disebut Panca Maha Bhuta. Kata hita artinya sejahtera. Dengan demikian bhutahita artinya mengupayakan kesejahteraan alam sebagai sumber kehidupan semua makhluk hidup. Karena itu pengertian bhuta yadnya dalam Lontar Agastya Parwa sebagai upaya untuk melestarikan tumbuh-tumbuhan (bhutayadnya ngaran tawur muang kapujang ring tuwuh). Upaya Pemda Bali di bawah pimpinan Gubernur Bali Made Mangku Pastika untuk membangun Bali sebagai pulau yang hijau (green island) dan juga pulau organic sebagai salah satu bentuk program Bali Mandara sudah sangatlah tepat. Karena amat sesuai dengan konsep pustaka suci Hindu dan juga tradisi Hindu yang sudah berlangsung sejak dahulu. Unsur alam yang paling nampak melapisi bumi ini adalah Tri Chanda yaitu vata (udara), apah (air) dan ausada yaitu tumbuh-tumbuhan bahan makanan dan obat-obatan. Tiga lapisan bumi ini wujudnya berbeda-beda, tapi ia saling melengkapi antara satu dengan yang lainnya agar semuanya dapat berfungsi dengan sempurna. Tanah tidak akan berfungsi sebagai tempat menunbuhkan tumbuh-tumbuhan apa bila tidak ada air masuk ke dalam tanah tersebut. Demikian juga kalaupun ada tanah yang gembur dan air mengalir dengan cukup kalau udaranya kotor dan panas melebihi ambang batas, maka tumbuh-tumbuhan itupun tidak akan dapat tumbuh dengan sempurna. Demikianlah tiga selubung bumi yang disebut Tri Chanda ini berbeda-beda bentuk dan fungsinya tetapi saling melengkapi. Eksistensi Tri Chanda tersebut harus dijaga dan dilindungi oleh mereka yang bijaksana. Dewasa ini ketiga lapisan selubung bumi tersebut eksistensinya di Bali banyak mengalami gangguan. Misalnya air banyak yang habis ke laut dan yang masih mengalir di daratan sudah tercemar oleh kecerobohan ulah manusia. Hutan yang semakin langka pohon tanem tuwuh semakin hilang tanpa pengganti. Semakin banyak lahan dibangun bangunan yang menyingkirkan pohon-pohonan di daratan. Pohon-pohonan di hutan banyak yang ditebangi untuk memenuhi kebutuhan sesaat untuk hidup mewah. Dengan demikian hutan menjadi semakin gundul. Salah satu fungsi hutan adalah menjadi waduk alam yang mampu menampung milyaran kubik air untuk menghidupi mata air untuk disalurkan memenuhi berbagai kebutuhan hidup dimuka bumi Bali ini. Melindungi pohon-pohonan di muka bumi Bali baik yang ada di hutan maupun diluar hutan menjadi semakin penting untuk menjadikan Bali sebagai pulau hijau atau green island. Tanah dewasa ini banyak dilapisi beton atau ditutup dengan paving sehingga air mengalami kesulitan masuk ke tanah. Karena itu membuat aturan tertulis agar pekarangan rumah, kantor, bangunan umum dan sosial keagamaan wajib dibuatkan sarana penampung air seperti biofori dan dalam bentuk yang lain. Sarana itu agar berfungsi untuk “memanen” air di musim hujan. Jangan dibiarkan air terbuang ke laut sia-sia. Kalau dibiarkan seperti sekarang ini air di Bali akan semakin langka di Pulau Dewata ini. Demikian juga tanah Bali wajib dilindungi lebih serius oleh semua pihak dengan perencanaan yang benar dan tepat. Salah satu fungsi tanah adalah sebagai lahan tumbuhnya tumbuh-tumbuhan. Kalau tanahnya itu semakin sempit untuk menumbuhkan tumbuh-tumbuhan tentunya akan menimbulkan akibat negative pada air dan juga udara. Salah satu fungsi tumbuh-tumbuhan di samping sebagai bahan makanan dan obat-obatan juga sebagai pembersih udara. Karena itu udara yang berhembus dari hutan yang rindang ke tempat pemukiman udara yang bersih. Karena itu dalam Lontar Bhuwana Kosa VIII.2 dinyatakan bahwa daun, air dan tanah sebagai sarana pembersihan atau patra sauca, jala sauca dan pertiwi sauca. Tanah atau pertiwi dalam Atharva Veda V.25.5 ada dinyatakan bahwa perpaduan antara tumbuh-tumbuhan yang rindang dengan matahari yang bersinar terang akan terbangun atmosfir yang menyenangkan. Dalam Atharva Veda VIII.2.25 juga dinyatakan bahwa manusia dan mahluk hidup lainnya akan hidup dengan selamat apabila kebersihan atmosfir dipelihara dengan sungguh-sungguh untuk menjaga tegaknya kehidupan. Dalam Atharva Veda VIII.7.1O ada dinyatakan bahwa; tumbuh-tumbuhan yang rindang dan subur akan membersihkan atmosfir yang beracun. Dari berbagai sumber pustaka suci Hindu itu membangun Bali sebagai pulau yang hijau atau green island adalah suatu langkah yang amat benar dan tepat. Karena itu masyarakat Bali dan umat Hindu khususnya marilah tingkatkan upaya nyata bersama pemerintah Bali untuk berbuat nyata membangun Bali menjadi green island, pulau organic untuk menjaga kemurnian tanah tidak dipaksakan kesuburannya dengan pupuk kimia. Pupuk kimia akan menyuburkan tanah Bali untuk sementara saja. Selanjutnya kita akan mewariskan tanah gersang yang tidak menumbuh-suburkan tanaman dengan cara alami.
