Nilai Kerohanian:

3. Nilai Kebaikan/moral Bersumber Pada Kehendak Yang Keras, Karsa Hati, Dan Nurani Manusia.
4. Nilai Religius (Ketuhanan) Yang Bersifat Mutlak Dan Bersumber Pada Keyakinan Manusia.
Moral – Latin = Mores = Adat Kebiasaan. Sinonim = Mos, Moris, Manner Mores/manners, Morals.
Akhlak (arab) – Kesusilaan Bermakna Tata Tertib Hati Nurani Yang Menjadi Pembimbing Tingkah Laku Batindalam Hidup.
Ethos (yunani) – Etika. Secara Etimologis Ajaran Tentang Baik – Buruk, Yang Ditrima Masyarakat Umum Tentang Sikap Perbuatan, Kewajiban.
Moral = Etika, Akhlak, Kesusilaan, Budi Pekerti.
Moral Bagian Daripada Nilai. Tidak Semua Nilai Adalah Nilai Moral = Nilai Moral Berkaitan Dengan Perilaku Manusia = Baik Buruk.
Dalam Filsafat Nilai – 3 Bagian
Nilai Logika = Benar – Salah
Nilai Etika = Baik – Buruk = Nilai Moral = Perilaku
Nilai Estetkia = Nilai Indah – Jelek = Keindahan, Keserasian Penampilan.

Keadilan Legal = Keadilan Moral – Keadilan Penyesuaian, Memberi Tempat Pada Masyarakat Sesua Kemampuan, Sesuai Kemampuan Yang Bersangkutan.
Keadilan Harus Terwujud Dalam Bernegara – Prinsip Tujuan Benegara = Keamanan Ekstern, Ketertiban Intern, Kesejahteraan Umum, Kebebasan.
Tugas Penyelenggara Negara Dan Pemerintah
